Traffic in Montreal

We were on the highway and hit the rush hour
We saw a truck is driving in the middle of two lane.
The local said, many of the truck drivers in Montreal do that.
They meant to do this so you can't pass him.
But.....
this is during the rush hour!
They are so mean!
They should get a ticket for this!
